Lucas Oil Stadium is a multi-purpose stadium in Downtown Indianapolis, Indiana, United States. It replaces RCA Dome as the home field of the Indianapolis Colts NFL and opened on August 16, 2008. The stadium was built to allow the abolition of the RCA Dome and the expansion of the Indiana Convention Center on its website. The stadium is on the south side of South Street, a block south of the former RCA Dome site. In 2006, before the construction of the stadium, Lucas Oil Products secured naming rights for the stadium at a cost of $ 122 million over 20 years. The venue also serves as the current home for Indy Eleven United Soccer League.

Company architecture HKS, Inc. responsible for the design of the stadium, with Walter P Moore working as a Structural Engineering Engineer. The stadium has a roof and a window that can be opened, allowing the Colts and Eleven to play indoors and outdoors. The field surface is FieldTurf. The outside of the new stadium is faced with red-brown bricks trimmed with Indiana Limestone, similar to some other sports venues in areas such as Bankers Life Fieldhouse, Hinkle Fieldhouse, and Fairgrounds Coliseum.

Financing

The total cost of Lucas Oil Stadium is $ 720 million. The stadium is financed with funds collected by the State of Indiana and the City of Indianapolis, with the Indianapolis Colts providing $ 100 million. Marion County has raised taxes on the sale of food and beverages, car rental taxes, lodging taxes, and income taxes for its share of the cost. Meanwhile, there is an increase in food and drink taxes in 8 surrounding donut counties (with the exception of Morgan County) and the sale of license plates Colts.

District Commissioners each region choose whether to collect the 1% food and beverage tax proposed by Marion County. Treating a deal for these countries is the fact that half of the income from taxes will remain in their respective regions. Morgan County is the only area that rejected the offer, but in a later vote, the tax was taxed 1% - thus keeping all of the additional revenue generated.

Lack of budget

In August 2006, the Capital Improvement Council, which operates the stadium, estimates that the daily operating costs of the new stadium will be $ 10 million more per year than the RCA Dome. The Council urges Indiana's General Assembly to approve funding to cover the shortfall. The Indiana Legislature is considering a bill to raise sales taxes across the state to cover the shortfall, but the plan faces tough opposition from legislators outside the Indianapolis metro area.

The Assembly finally approved the tax hike in Indianapolis-Marion County. In addition, CIB staff trimmed and cut $ 10 million from its budget. However, the agency anticipates a $ 20 million operating deficit for Lucas Oil Stadium in 2009. The anticipated cost is $ 27.7 million - far exceeding the $ 7.7 million CIB expects to collect from its share of revenue from the stadium event. The Colts organization has been criticized for its lucrative lease terms and a high percentage of revenue can remain under the terms of the agreement with the stadium authorities and there is a call for the team to cover the shortfall of CIB. Colts responded to this criticism in an open letter to fans on September 16, 2009.

Complications

On September 8, 2013 after the Colts defeated the Oakland Raiders in the season opener, a rail above the opposing team's tunnel collapsed two fans. A fan was transferred to the hospital for evaluation. No serious injuries were reported.

On September 3, 2015, three fans were injured by bolts that fell from the roof of the stadium when opened during a NFL preseason game against the Cincinnati Bengals. The stadium was declared safe by officials, but the roof would remain closed for the show until a final investigation was finished about why the bolt had fallen.
